The City Judge is the department head for the Butler City Court. The Court collects fines for traffic violations issued in DeKalb County by various law enforcement agencies. The Judge hears disputes to those violations and renders judgments.

The Clerk-Treasurer is the City's Chief Financial Officer. Oversees all departmental budgets and city investments, and also serves as the City's Human Resource Manager. The Clerk is responsible for maintenance of Butler Cemetery records, annual reports, audits, bills paid, budgets, public information and special projects.
